Unsourced information on FamilySearch.org gives his parentage as Thomas R. Beard b. about 1808 and Mahala Jane Ogburn b. about 1819. However, the 1880 census shows he was born about 1850 in Kentucky. Also on FamilySearch.org, the son is listed as George William Beard 1878-1966, but we strongly suspect this is incorrect (and the dates based on a different man entirely), as George would more likely have been named after his grandfather, thus George Washington Beard.
