He became pastor of a large Independent congregation at Pinner's Hall, London.....

The family also had business in Bern, and the parents were married in Lyon, France, so he may have been born somewhere other than Vevey. It is also possible that his family was caught up in the Revolution of 1798 and relocated temporarily to Lausanne, center of politics and commerce at that time.

By 1809, he had suffered financial reverses and had to enter bankruptcy:

Gazette de Lausanne, 17 feb 1809: "Le tribunal du district de Vevey ayant accordé au citoyen Jaques-Paul Collomb-Johannot, de cette ville, la liquidation juridique de ses biens, occasionnée par des faillites récentes, dans lesquelles le désir d'obliger des amis l'a intéressé pour des sommes considérables; tous prétendans aux dits biens pour detters directes, cautionnements et à tout autre titre, sont sommés de produire leurs droits devant la commission éditale, l'un des vendredis 24 courant, 10 et 24 Mars prochain, en la maison-de-ville, à 9 heurs du matin, sous peine de forclusion perpétuelle. Tous les débiteurs dudit citoyen Collomb, et les personnes qui auroient des comptes à régler avec lui, sont aussi sommés de se présenter à cet effet dans l'une desdites séances, sous les peines de droit. — Donné ce 6 Février 1809. Muret, président. Genton, greffier.

Gazette de Lausanne, 13 jun 1809: "Le président du tribunal du district de V evey. Les créanciers du citoyen Jaques-Paul Collomb-Johannot, de Vevey, ayant souscrit à l'arrangement qu'il leur a proposé, le tribunal que je préside a accordé l'enlèvement de la discussion des biens dudit citoyen Collomb. — Donné ce 29 May 1809. Muret, président. Delon, greffier.

He was at Lyon, France in 1792 for his marriage, along with "Louis Collomb fils", whom we have not positively identified. The correspondence and records of the educator Johann Heinrich Pestalozzi show that Jean Etienne was managing director of Pestalozzi's school at Yverdon 1806-1808, and from 1814 until his death in 1826 he was employed by the postal service in Lausanne.
